育兒津貼將統一 柯P：不宜一直加碼
【台灣醒報記者藍苡瑄台北報導】因應少子化來臨，行政院新版育兒津貼將上路，經行政院與衛福部會商後，研擬全國一致標準，協助台北、新北、桃園等之前自行加碼津貼的縣市訂出落日等退場方案或過渡期間做法。8月1日先上路針對0至2歲幼童方案，台北市長柯文哲12日出席「巡邏箱電子化系統啟用儀式記者會」時受訪說，「其實非法定獎補助本來就應該要統一，不宜一直加碼。」
行政院即將推出新版育兒津貼，從之前發給0到2歲，有雙薪家庭限制，所得稅率必須在20％以下，現在擴大為0歲到4歲發放，以及綜所稅率20%以下家庭、未領取育嬰留職停薪津貼，或孩童接受公共或準公共化服務者，前兩胎0歲到4歲前每月發2500元，第三胎則是每月3500元。
有些地方政府除了中央提供的育兒津貼外，也加碼津貼居民，現在行政院研擬統一縣市政府與中央育兒津貼標準統一，因此之前有自行加碼津貼的縣市必須退場，有人認為福利減少，恐影響年底選情。柯文哲談地方自行多補貼的育兒津貼時，拿重陽敬老金舉例。因為兩者都是「非法定獎補助」，指的是並非各地都有補助，要看各地首長決定。
行政各縣市的重陽敬老金補助從500、600、1000、2000到3000元都有，但台北市沒有發。他說，「以前算過，台北市若發重陽敬老津貼，必須一次發放6000元，所以這叫做荒謬。」柯文哲說，這類非法定獎補助是他心中的問題，很開心有人拿出來討論。他認為，這牽涉到統籌分配款，應該各縣市與中央一同討論。「各縣市一直加碼，但明明財政就發不出來。」
目前台北市育兒津貼，津貼每名兒童在未滿5歲前，每月發放2500元。因為若是統一津貼，恐影響地方選情。被問之後台北市是否考慮停發地方增加的育兒津貼，柯文哲沒有正面回應，他直說這會牽扯到統籌分配款，中央跟地方政府應該要坐下來仔細討論。因為擔心停發，恐影響地方選情。
