兩立委補選避開學測1月27日舉行

【台灣醒報記者許嘉琪台北報導】為了台北市長候選人姚文智、台中市長候選人盧秀燕辭去立法委員職務，遺留的台北市第二選舉區及台中市第五選舉區的立委空缺。中選會將於108年1月27日進行台北區以及台中區的立委缺額補選。而另外3席因當選縣市長而出缺的立委補選，將另行安排在3月24日之前舉行。

此次九合一大選，共有5個區域立委因選前請辭或是當選縣市長而留下缺額。台北市第二選舉區前立委姚文智、台中市第五選舉區前立委盧秀燕分別於11月18日、11月20日辭去立法委員職務，依法應在3個月內完成補選投票。

中選會原訂補選日期為明年1月26日，但行政院3日表示，26日當天強碰大學學測，為避免影響學生權益，建議延後1天舉辦。中選會4日下午緊急召開委員會，決議採納各界意見，將補選日改為1月27日，投票起止時間為上午8時至下午4時。

中選會表示，6日將公告候選人登記日期及必備事項；10日至14日受理候選人登記申請。而隔年1月4日前會完成審定候選人名單，並通知抽籤；1月7日完成選舉人名冊編造；1月10日候選人抽籤決定號次；1月16日公告候選人名單；1月17日至26日辦理公辦政見發表會；1月27日投票；1月31日公告當選人名單。

另外，彰化縣長王惠美、台南市長黃偉哲、金門縣長楊鎮浯轉戰地方首長成功，但因未請辭，所以仍具立委身分。依規定，12月25日就職當天視同立委辭職生效，因此這3個區域，最遲會於3月24日前完成補選投票。

品保協會：日本災害沒想像中嚴重

日本最近真的是災難連連，燕子颱風與地震接連為日本大阪、北海道帶來災害，對於接下來登場的賞楓季是否會有影響，品保協會今(7)日公佈今年第四季旅行團費價格，並針對近日日本旅遊退費辦理情形。

品保協會表示，目前針對以下三類客人，分別為正要出發、滯留回不來以及心存疑慮不想前往北海道、大阪旅遊等旅客，可以依照定型化契約應記載不得記載的事項辦理，目前協會跟政府之間法規的依據為，針對上述三種旅客，旅行社經扣除必要費用後，可附上單據退費給消費者。

若是目前仍滯留關西、北海道的旅客，旅行社會盡快安排別的機場離開飛回台灣，旅途中所有食宿旅行社會妥善安排。品保協會說，雖然大多數觀光風景區不受影響，但若消費者仍擔心天災後續影響不想前往，旅行社會再先收取5%團費以內的費用，扣除後再退還費用給消費者。

品保協會東北亞線負責人蔡錦惠委員說，看報導可能會覺得在日本當地災情似乎很嚴重，但根據最新的北海道外站消息傳來，北海道全道部分電力恢復到7成，在今(7)日中午以前新幹線、鐵道、新千歲機場國內外航線已經恢復，且長榮、華航明(8)日起都會加大機型，將滯留機場旅客盡快接回來。

蔡錦惠補充，因為北海道腹地相當廣大，除了不只有一個機場意外，大部分觀光景點都沒有受到影響，土讓液化的地區跟觀光景點行程其實沒有衝突，影響很小，加上飯店都有備用電，可供食給住客，最大影響就是這兩天無法出發的旅客，預計最大損害本週就會結束。

至於關西機場，目前機場淹水的兩航道中，僅剩A航道需要修繕、B航道已經開放，旅客也可從中部國際機場、福岡等地方進入。而有關於京都多處寺廟神社受損是否影響旅遊行程，品保協會則說，其實8成景點沒有受影響，像是東福寺、高台寺皆正常開放，唯有嵐山景點受損，但陸上交通是暢通的。

至於接下來的旅遊行程是否因為颱風地震而有漲價？品保協會表示，10到12月卡到楓葉季，價錢與去年同期持平，但暑假買氣低迷，航空公司與業者均以促銷價促進買氣，導致暑假市場價格偏低，秋季賞楓及招待團買氣極旺，楓葉季依據航點不一樣，價錢漲幅落差約在2千到5千中間。
