吳：管可參選台大沒校長與教部無關

【台灣醒報記者楊蕓台北報導】教育部駁回管案，要求台大重啟遴選，若台大拒絕重啟，走司法途徑救濟，台大恐1、2年沒有校長。對此，教育部長吳茂昆9日在立法院回答媒體詢問時表示，「那不是教育部的問題」，國民黨立委柯志恩追問，「所以管中閔到底有沒有資格再去選校長？」吳茂昆回應，「當然有資格，但資格最後的認定要回到遴選委員會。」

立法院教育及文化委員會9日逐條審查《終身學習法部分條文修正草案》，教育部長吳茂昆出席，他會前受訪時重申，教育部沒有「拔管」，只是要台大重啟校長遴選，沒有進行任何行政處分；媒體接著詢問，「教育部駁回管案，若台大拒絕重啟遴選，走入司法程序，未來會有1、2年沒有校長，怎麼辦？」吳茂昆則說，「那不是教育部的問題」。

國民黨立委柯志恩受訪時批，「這番話真的把我嚇到了」，吳茂昆的意思就是，他只負責不讓管上任就好，台大之後要往什麼方向走，他們自己想辦法解決，教育部不管，這到底是什麼邏輯？

會議開始，國民黨立委陳學聖率先提出程序發言，要求吳茂昆先回答兩個問題才能進入會議，包括「教育部『拔管』算不算行政處分，台大可否提行政救濟？」以及「台大如果拒絕重啟校長遴選，再將管中閔當選案送給教育部，教育部會不會接受？」但民進黨籍召委吳思瑤強調，今天的議程是審《終身學習法》，部長不須對不相關的議題回答，請陳學聖和吳茂昆私下解決。

柯志恩接著痛批，吳茂昆日前在廣播節目上打包票，允諾2次跨部會諮詢小組的會議記錄都會上網公布，沒想到現在卻改口說跨部會議屬於「諮詢性質」，僅供內部做參考，「教育部之前還彙整出多達13頁的法律評析意見，更用這些意見拼湊成拔掉管中閔的決議，現在違反承諾不願公布，你們到底在怕什麼？」並要求教育部2周內上網公布會議紀錄，吳茂昆則沒有回應。

在藍營的持續杯葛下，吳思瑤宣布中場休息5分鐘，讓吳茂昆「私下」對陳學聖作出解釋。吳茂昆回應，教育部給台大的公文已清楚陳述了我們看到的問題，並請台大給予答覆，對於「是否為行政處分？相關人可不可以提起行政救濟？」教育部沒有特別意見。柯志恩追問，「所以管中閔到底有沒有資格再去選校長？」吳茂昆回應，「當然有資格，但資格最後的認定要回到遴選委員會。」
